What counts as a good reference. Not a spouse, not a parent, not someone who only knows the applicant from inside this church. Best is someone who has watched them interact with children or teenagers in another setting — a previous church, a school, a coaching role, another volunteer program. When you check a reference, log the date under References checked on their roster record, and the application date under Application received — both are tracked on the compliance report from there on.
